 Historical Note

Andrew C. Payne, an English civil engineer, held the title of assistant to the resident engineer for Michael Baker, Jr., Inc. Consulting Engineers and supervised the work of the contractor, Lewis Construction Associates. Payne and his staff provided the site lines for the alignment and profile of the highway and tunnel and administered the contract on behalf of the State Highway Department.

 Collection Overview

Includes one hundred and twenty three (123) prints (87 color and 36 black and white); forty-nine (49) negatives (11 color and 38 black and white); newspaper supplement from the Waynesville Mountaineer, October 21, 1968, The Pigeon Road; two letters from Cameron W. Burch, vice president of Michael Baker, Jr., Inc., and Andrew C. Payne; and a brief outline of site personnel responsible for supervising and administering the project.

The photographs were taken between October, 1967 and March, 1969 and show construction of the westbound tunnel of I-40 close to the border between North Carolina and Tennessee. The State Highway Department took official photographs of the work site, but Payne's personal photographs help to supplement the state agency's photographs.
